What's happening in Baltimore
Waymo vehicles have been on Baltimore streets since late 2025, with a person doing the driving. TechCrunch reported on Dec 3, 2025 that Waymo would start manual driving to collect data here, in the same announcement that named Pittsburgh and St. Louis and began safety-monitor testing in Philadelphia. The cars have been mapping ever since, and Waymo calls Baltimore "Up Next."
The holdup is in Annapolis. The Baltimore Banner reported on Apr 15, 2026 that Maryland had not passed a law authorizing driverless operation, under a headline saying Waymo's Baltimore rollout had stalled without state approval. No later report shows a Maryland bill passing, and Waymo has not named a launch date. Until the state acts, Baltimore stays a testing city.
Nothing nearby fills the gap. Washington, DC, to the southwest, is also testing only, and Philadelphia to the northeast has no riders either. The closest public robotaxi service is in Atlanta, where Waymo rides are booked through the Uber app, with Nashville about as far.
