Philadelphia started a step ahead of its neighbors. In Waymo's Dec 3, 2025 batch of cities, it was the one where Waymo began autonomous testing with a safety monitor, while Baltimore, Pittsburgh and St. Louis started with manual driving. A specialist still sits behind the wheel, and no members of the public ride.

Two agencies are involved. FOX 29 reported on May 12, 2026 that Waymo was working through the testing process with PennDOT and the Philadelphia Parking Authority. The same story's headline said driverless taxis could launch in Philly by the end of 2026. Waymo itself has not set a date, and no other source backs that timing, so treat it as a possibility raised in one report.

Across the state, Pittsburgh is testing too. For a public ride today, the closest cities are Atlanta and Nashville, both a long trip south. New York City, up the corridor, has no testing at the moment after its permits expired.
