Riding MOIA in Los Angeles

The Next Web reported on Apr 8, 2026 that MOIA and Uber had begun testing the vans with safety operators aboard and no paying passengers. The plan has two stages, commercial rides on Uber with human safety operators by the end of 2026 and then driverless service in 2027, and both depend on permits from the California DMV and the CPUC. No LA service area, fare or airport plan has been published.

Permits decide what's possible in California. The CPUC separates permits that allow driverless fares from pilot permits that don't, and Waymo holds all four AV permits while Zoox holds only drivered and driverless pilot permits. MOIA would need its own before the Uber rides it plans, which would be booked through the Uber app, and the California rules page explains the process.

Hamburg is the one place MOIA carries passengers today. Since Jul 15, 2026 it has run a free pilot there for pre-registered residents, with safety operators aboard, booked in the MOIA app. In Los Angeles, Waymo takes public riders through its own app across more than 120 sq mi, and Zoox is also testing, with Uber rides planned by mid-2027.
