Washington, DC robotaxi rules

No law in the District yet allows paid driverless rides. A bill before the DC Council would change that and proposes a cap of 200 vehicles. What is known about it comes from a single Axios D.C. report, so the details here are marked reported.

What the bill would do

Axios D.C. reported on Aug 6, 2026 that the pending bill would allow robotaxi service in the District with a proposed 200-vehicle cap. A final vote could come in the fall or winter of 2026. Under the bill's timeline, service would not start until 2028.

No council vote had been found as of Oct 13, 2026. The same reporting says Waymo's DC launch is waiting on this bill.

Companies waiting in DC

TechCrunch reported on Mar 25, 2025 that Waymo planned a Washington, DC launch in 2026. Waymo has been testing with specialists behind the wheel, and in August 2026 Axios reported that it had added a third site in the District while it waits for approval.

Zoox is testing in DC too, according to Electrek, and carries no riders. The Washington, DC page shows both companies as testing.

Why a cap matters

With a 200-vehicle cap, the District's entire robotaxi fleet would be limited to that number. The bill as reported does not say how vehicles would be divided among companies. This page will change when the council votes or the bill text is amended.
